The Second Extraordinary Congress of the Universal Postal Union (UPU) completed its work in Addis Ababa, the capital of Ethiopia. Over one thousand delegates representing 130 countries of the world participated in the Congress. The event was also attended by Azerbaijani delegation.
 
The Congress discussed the proposed reforms in the structure of the UPU, changes in the organization's membership fee system, a number of changes in the Universal Postal Convention on postal operations and other issues.
 
At the end of the Congress, the final acts of the UPU were adopted.
 
A political statement was submitted to the Secretariat on behalf of the Government of the Republic of Azerbaijan for inclusion in the Congress documents. In the statement, once again it was brought to the attention of the international community that 20% of the territory of Azerbaijan has been occupied by the armed forces of the Republic of Armenia. It was noted that in connection with the occupation of Daghlig-Garabagh region of the Republic of Azerbaijan and its surrounding areas by the armed forces of the Republic of Armenia, the Republic of Azerbaijan shall not apply the requirements of the Universal Postal Convention with respect to the Republic of Armenia.
 
"As a result of the long years of occupation of 20% territory of the Republic of Azerbaijan, its economy, as well as postal sector suffered extensive damage. In the territories of the Republic of Azerbaijan occupied by the Republic of Armenia, the implementation of Article 6 of the Regulation on the circulation of postage stamps of the Universal Postal Convention became impossible. The illegal issuance of postage stamps on behalf of the illegal self-declared regime "Daghlig Garabagh Republic" by the Republic of Armenia fails to satisfy the requirements of the UPU Universal Postal Convention," the statement said.
 
A ministerial forum also took place at the Congress, views were exchanged on further development trends of the postal industry, and it was also proposed to develop a strategy in this direction by summarizing the proposals put forward.
 
The purpose of the event is to exchange information to improve the capabilities of specialists in the relevant field, to manage the activities of groups to combat cyberincidents, as well as to discuss issues related to the mechanisms of action.
 
The experience of specialists in combating against cyberattack will be tested on six different scenarios in cybertraining to take place during the last two days of the event, which will be useful for enhancing their experience and using advanced technologies.
